If I recall correctly, there were hints showing that Rei is from a rich family. It would makes sense too if his family is in control of an oil company.

I guess Rei doesn't like his family environment and left his home, chose the path of assassination which he prefer the most than joining family business.

i think it's still possible, most mafias need a cover up job to do their dirty works, having a company is one of the best way to smoothly do transactions, gather more data, easily connect with targets and obtain partnerships with other undercover companies while not looking suspicious to the public, on top of that it can also be another source of income and this is also why large companies get shady rumors most of the time
